One might ask this -- if the records are "cancelled", how will history ever be able to judge what actually happened. Government tred on very thin policy ice when they attempt to erase history, even for laudable purposes. It does not work, and it usually proves counter-productive. It is very unfortunate to have the precedent set and endorsed.
